the first fundamental responsibility of any elected official is to pass a budget. now when we took over in the house in four months, we passed the budget, many of you have said, was one of the toughest ones to come out of the house. higher vote than at any other time in the last decade. democrats said we are going to do political damage to you in the election. you know what? we were honest with the american public. where we currently stood and our budget wasn't about just today but tomorrow, but about securing medicare and building for a better future for your children. what's the history in the senate ? last time they passed the budget, the ipad hadn't been introduced. we have had trialion dollar deficits every year. nobody would expect to be paid if they didn't do their job. no budget, no pay. if harry reid cannot pass a budget, they are fundamentally moving the responsibility why they should even be in the majority. to me, this is a turning point for this country, getting to the fundamentals of a planning for the future that this could be the mark of a great ame

it is also the election system and the way we run our primaries. we have a more ideological- purified house of representatives than we have had in a very long time. that is because some people would argue redistricting, as well, which in the past election both parties to it. in the states where democrats are not in control they redraw the districts to make the majority democrats. the republican side as well. this is the first time republicans have controlled this many statehouses since 1926. they really shored up -- the goal was to not pick up extra seats, but to shore up their base. you also have the rising up of the tea party, which is new. that was a response to george bush and some of the policies that his base felt took the united states into the fiscal abyss with the medicare part b and the war and what not. so you have this very activated based on spending issues, which has been successful in electing hard-liners who read the polls and see the compromise is not the important thing. the important thing is standing on principle. if you dive in

there were swing elections for one year we are electing lots of folks who are liberal and two years later, others who are conservative. i think it creates a situation in congress that is more combustible. you see far fewer deals, far fewer efforts to get together and do anything together. it is very rare now for both parties to act in unison. 20 years ago, it was much more common. even further back, you think of tip o'neill and ronald reagan getting together and selling big issues but that does not happen anymore. i think that is in part due to some of the elections we have had where people are really swinging back and forth and we are getting a divided congress. it creates a crazy atmosphere were nothing gets done in congress and both sides are fighting all the time and i think the public is absolutely fed up. i covered campaigns myself and talk to voters again and again and i hear that people are sick and tired of it. it is leading to these elections where we are getting lots of new people in every few years including this frantic turnover in congress. it is adding to the atmosphere tha
